High-Speed Rail Authority Is Recruiting for Chief Technology Officer

The California High-Speed ​​Rail Administration is recruiting a chief technologist (CTO) to oversee its IT Enterprise Services division, which consists of data services, infrastructure operations, and desktop and mobile computer support.

The Technical Director of the High-Speed ​​Rail Authority (IT Manager II) “will set the technology roadmap, set standards, provide technical guidance and support innovation throughout the organization,” the vacancy said. The CTO “provides guidance and technical guidance to technology professionals in support of data management, legacy and cloud infrastructure, and end-user support”.

According to the vacancy and job responsibilities, desirable qualifications for the CTO, who will also serve as Head of IT Services, include:

  • Ability to establish and maintain working relationships with all levels of staff, management and supplier partners; and communicate effectively with executive management, colleagues, end users, technical staff and partners, oversight agencies and other stakeholders;
  • Ability to prepare or direct the preparation of clear and concise documentation (eg, architecture schemes, technology recovery plans, security plans and policies, road maps, case studies, etc.);
  • Ability to research and analyze technical solutions and make recommendations that support the technical direction of the Government;
  • Knowledge of Amazon Web Services (AWS) and Network Architecture;
  • Knowledge and experience of working with the state budget process; and
  • Ability to act tactfully in difficult situations; negotiate and resolve issues without confrontation; follow, lead and teach others; and speak in clear and concise form.

The CTO will spend about 40 percent of his time managing the corporate services department, 30 percent on the specific duties of the CTO, 20 percent on administrative and managerial responsibilities and 10 percent on other responsibilities.
