Upcoming Department of Energy Playbook Aims to Guide Innovation ‘in Big Ways’

The scaling is at the heart of a textbook on modernizing the Ministry of Energy, a future edition that the agency hopes the agency hopes will be adopted by other NGOs as they work to overhaul the government’s technology infrastructure.

“We have pockets of innovation, but we don’t have some kind of fully digital transformation of organizations, and we haven’t figured out how to scale them,” said Anne Dunkin, chief information officer for the Department of Health. Discussing the spirit of the textbook, Dunkin said her agency’s approach differs from other modernization manuals in that it will focus on innovative scaling methodologies.

“This follows from this model of trying to create a textbook that will help us move from a kind of island of innovation in departments, agencies to the modernization of the whole agency,” Dunkin explained. “We are just starting to build this textbook. Now our goal is to use it to scale up government modernization. ”

Dankin is no stranger to major IT initiatives. She currently holds her second position as Federal Director of Information and Information Services and served as a member of the Interagency Group on Technology Strategy and Delivery, which led President Biden’s transition to Harris.

She said the textbook will largely consist of advice from interviews with modernization leaders in the private and public sectors. Although it focuses on innovation scalability for all organizations, some of the other topics included in the tutorial will implement low-code platforms available throughout the organization, as well as fast credentials for work, or ATO, processes.

Energy’s approach to scalability is part of a broader federal initiative to modernize modern technologies in the public sector. Dunkin said Energy is focused on how to implement innovative scalability efforts, mainly by cutting costs and coming up with better projects to help other agencies easily integrate modern platforms into their structure. The tips included in the publication will be more modern approaches to developing digital transformation.

Some agencies have faced difficulties in deploying new software systems, most notably electronic medical records developed by the Department of Veterans Affairs, which have suffered major delays and cost adjustments in recent years.

The Energy tutorial will ideally help correct such situations.

She cited examples of other agencies deploying their own upgrade products, such as the Air Force Software Factory model, which is a series of ready-made platforms that provide customers with a variety of DevSecOp services.

Dunkin said Energy’s mission is to make it a similar product that will help agencies adapt smart scaling to their internal structure.

“We want to figure out how to help other departments … do the same scaling if, you know, we can deliver innovation on a much higher scale more widely, through the organization,” she said.

Other topics that are likely to appear in the textbook are based on Energy’s ongoing modernization efforts. Also included are potential lessons the agency has learned in working on its own recommendations.

“It will be very difficult for us if we try to implement what we offer – these are ways of working,” she said.

Customer experience from the civilian side will also be a topic covered in the textbook, but Dunkin noted that Energy services differ from more direct interactions with customers, such as the Department of Veterans Affairs or the Internal Revenue Service.

However, for widespread application in different departments, the upgrade strategy in the Energy textbook will be based on the needs of the user experience.

“There may or may not be a play that really focuses on collecting … user input and engaging users. But that part of the user experience is at the heart of what we do, ”she said. “It doesn’t make sense to provide public services if people don’t need them.”

Dunkin noted that the release of the book is unknown, but it should be published sometime in 2022.
